Se observarmos os logs (sudo tail -f /var/log/syslog)
e o consumo de CPU e HD (pelo Menu -> Monitor do Sistema) veremos um comportamento muito estranho:
Bom, claramente é possível ver uma quantidade absurda de logs repetidamente com o trecho abaixo:

Tentei com Linux Mint Cinnamon 21, Linux Mint Debian Edition 6, AlmaLinux 9 e Fedora 38. Todos apresentaram o mesmo sintoma.
Pesquisando no oráculo, encontrei uma solução paleativa e procurei adaptar para o meu cenário (um hardware diferente, mas com os mesmos sintomas).
Abra o terminal e digite
sudo setpci -v -d 8086:43B2 CAP_EXP+0x8.w=0x0e
Agora prossiga com a instalação normal.

O comando sugerio na referência citada é: sudo setpci -v -d 8086:a114 CAP_EXP+0x8.w
que difere por um único parâmetro: sudo setpci -v -d 8086:43B2 CAP_EXP+0x8.w=0x0e
De onde eu tirei esse parâmetro 8086:43B2?
